More car parking spaces for Runcorn railway station
Virgin Trains in partnership with Network Rail is to increase the number of car parking spaces available for rail passengers at Runcorn station. When completed it will provide an additional 198 car parking spaces. The new 558-space car park is expected to be completed in Spring 2009.
Work is due to start in May this year and passengers are advised that there will be a reduction in existing car parking spaces to allow construction of the new car park. Virgin Trains is investigating the provision of temporary parking near to the station.
Virgin Trains Station Manager, Liverpool and Runcorn, Keith Millard said: “we would advise that the station car park is expected to be full by 07:30 each day and would ask customers to consider using alternative car parks or local buses whilst the work takes place.
Mr Millard added: “we would also urge all customers who travel to Runcorn station by car to allow extra time for their journey to the station, to ensure that they are still able to catch their intended train.”
David Golding, Network Rail's Route Enhancements Manager said: "More passengers are now travelling by train than ever before and the demand for rail travel is set to continue to rise. We predict that a large proportion of these extra passengers will drive to the station, putting more strain on the car park. We need to increase the number of parking spaces to cater for this demand so, working with Virgin Trains, we have committed £90 million to transform parking at many of the stations on the west coast main line over the next 18 months."
The work at Runcorn is part of a joint project between Virgin Trains and Network Rail to improve car parking at all 17 stations on the West Coast route which are managed by Virgin Trains. The other stations involved are: Lancaster, Penrith, Warrington Bank Quay, Wigan North Western, Carlisle, Oxenholme, Preston, Crewe, Stockport, Macclesfield, Stoke-on-Trent, Stafford, Wolverhampton, Birmingham International, Coventry and Rugby.
Virgin Trains and Network Rail are working closely with Passenger Focus to minimise the inconvenience to customers during the work to improve car parking at Runcorn station.

No Virgin services to or from London Euston from Saturday 3 to Monday 5
May
inclusive
There are no Virgin Trains services to or from London Euston station
throughout Saturday, Sunday, and Monday 3,4 and 5 May. This is due to
continuing work in the Rugby area to re-design the entire track layout
through the busy junctions north and south of the station.
Services will only run as far south as either Coventry or Birmingham
International before returning north. Passengers travelling to London
Euston will need to change in Birmingham and use either Chiltern
Railways
from Moor Street station to London Marylebone or CrossCountry services
from
New Street, changing to First Great Western at Reading for London
Paddington.
Other routes that offer alternative ways of getting to and from London
include National Express East Coast between Glasgow/Edinburgh and London
Kings Cross, and East Midlands Trains between Manchester and London St
Pancras changing at Sheffield. Passengers with Open tickets, Savers and
season tickets who would normally use Virgin Trains can use any of the
other routes mentioned above.
Over the three days there will be a replacement coach service for local
passengers operating between Coventry and Northampton with a stop at
Rugby.
For passengers wishing to travel from Rugby to London a coach service
will
operate to and from Kettering where connections can be made with East
Midlands Trains to and from St Pancras International.
Milton Keynes and Watford Junction passengers wishing to travel north
will
be provided with replacement coaches to Birmingham International and
High
Wycombe respectively. Passengers who would normally use Virgin services
to
and from Nuneaton, Tamworth and Lichfield will need to travel via
Birmingham New Street.
There is also route improvement work taking place between Lockerbie and
Edinburgh on Saturday 3 May and between Stoke-on-Trent and Macclesfield
on
Sunday 4 May. All stations will remain open for business but in some
cases
passengers will have to use replacement coaches to connect into the
nearest
available train service.
From 1900 Saturday 3 May until 1500 Sunday 4 May the line between
Preston
and Carlisle will be closed with trains replaced by connecting coaches.

- 1 Introducing Simpler Fares
Over the past two years ATOC and all train companies have been working together to develop a simplified fares structure for rail travel throughout Great Britain.
This year changes are being made to fare names and terms & conditions to simplify the range of train tickets available and make it easier for passengers to understand.
Changes will affect advance purchase train tickets from 18 May 2008 and walk-up train tickets from
7 September 2008.
- 1.1 What is the new fares structure?
The new fare structure groups commonly used single and return train tickets into three categories.
New fare names describe when a train ticket can be purchased or used for travel.
Anytime Buy anytime, travel anytime.
This is the most flexible train ticket customers can buy as there are no time restrictions on when they can travel.
Off-Peak & Super Off-Peak Buy anytime, travel during off-peak periods.
These train tickets offer cheaper fares for travelling when it’s less busy but have restrictions on the times of the day or days of the week that customers can travel. These restrictions are usually during weekday early to mid-morning and weekday early evening.
Advance Buy in advance, subject to availability.
Advance train tickets are single (one-way) fares available for selected journeys, which offer excellent value for money. The earlier customers book the better the range of fares available. Simply mix and match single train tickets for a return journey.
All train tickets can be purchased for travel in Standard and, where available, First Class.
- 1.2 When will train tickets change?
- · From 18 May 2008
All existing advance purchase train ticket types will use a single train ticket name – Advance.
Terms and conditions, including Railcard discounts, will be the same for all Advance fares.
All existing ordinary Standard and First Class walk-up fares will be renamed:
- - Walk-up train tickets will be renamed Anytime train tickets, with Day added if they have one day validity. For example, Standard Open Returns will become Standard Anytime Returns, whilst First Class Day Singles will become First Class Anytime Day Singles.
- - Cheaper train tickets with travel restrictions will be renamed Off-Peak train tickets, with Day added if they have one day validity.
- - Where there is more than one Off-Peak period or day train ticket of the same class available for a particular journey, the cheaper one will be known as a Super Off-Peak train ticket.
When train companies introduce new fares that fall within the simplified Anytime, Off-Peak and Advance categories, they will follow this structure.
- 1.3 What train tickets are not included?
A number of train tickets are not included in this simplified structure and will remain the same. These include:
- · Season train tickets (unchanged from now) including Earlybird/Flexi Seasons and Carnet train tickets;
- · TfL area Travelcards, PTE specific fares and Local Authority sponsored fares;
- · Smartcard and Smart Media fares (including Oyster);
- · Group fares including GroupSave, Family Travelcard and TOC specific Group discounts;
- · Rover and Ranger fares;
- · Weekend First upgrades;
- · Promotional fares (special fares limited by duration, destination or distribution);
- · Packaged fares involving additional services such as car parking, catering, buses etc;
- · Penalty fares;
- · Continental fares;
- · Sleeper fares;
- · Experimental fares that may eventually become part of the core structure (currently Megatrain falls into this category);
- · Special Fares including: Inclusive Tour fares; Conference Travel; Group Travel fares; Scholars’ Season Train ticket fares; Motorail fares; System Passes; Airline Sales; Special Trains fares; Foreign Language Student fares; Staff Travel fares; Rail-Sea-Rail fares; Oil Industry Off-shore Return fares.
Customer feedback suggested that because of the range of different train tickets available it isn’t always easy to find the best value train ticket to match their needs.
The new fares structure simplifies the choice for customers, allowing then to choose their rail train tickets with more confidence.
- 1.5 Will fares increase as a result of these changes?
No, fares will not increase as a result of the new fares structure.
- 1.6 What are the benefits for the customer?
- · Train ticket names are easier to understand
The new names help to describe when customers can buy train tickets or when they can use train tickets, making it easier for them to decide what train ticket suits their needs.
- · Fewer train ticket names
Everyone wants to the get the best value train ticket for their rail journey, so with fewer train ticket names to understand the customer can quickly work out what train ticket they need to make their journey.
- · Common terms & conditions
Advance train ticket terms and conditions have been standardised across all train companies nationwide.
Railcard discounts have been extended to Advance fares. National Railcard holders save 1/3 on fares for all Standard Class train tickets and some Railcard holders can also save 1/3 on some First Class fares on selected journeys.
- 1.7 How will this affect the selling of train tickets?
The changes have been carefully planned to work with existing train ticket issuing and journey information systems.
However, during the run-up to the changeover, various systems will cope differently with the need to display different terms and conditions for the same fare, depending on whether it is valid for use before or after changeover dates.
Section 3.0 of this brief provides train ticket issuing systems (TIS) information and instructions for the introduction of Advance train tickets.
Further TIS information and instructions will be provided before the introduction of Anytime and Off-Peak train tickets.
- 1.8 What information will there be for customers?
- · Customer Leaflet – Introducing Simpler Fares
A customer leaflet has been developed to provide an overview of the new train ticket structure, emphasise the benefits to customers and detail the changes to Advance fares from May 2008. This leaflet will be distributed to stations and other retailers in advance of 24th April launch and can be racked or given out to customers from the 24th April.
The National Rail website will have a section dedicated to communicating the new train ticket structure, emphasise the benefits to customers and detail the new Advance train tickets. This section will be accessible via the URL - www.nationalrail.co.uk/simplefares - and the National Rail homepage.
Double Royal size posters will introduce the new train ticket structure and will be made available for display at stations and other retail outlets from 24th April.
- · Advance Conditions Cards
An Advance train ticket Conditions Card has been developed to explain the terms and conditions to customers. These cards will be distributed to all stations, telesales and third party retailers in advance of 24th April launch. A Conditions Card should be given to all customers who buy an Advance train ticket.
Advance train ticket Conditions Cards, Introducing Simpler Fares customer leaflets and posters will be distributed to stations and retailers before 24 April. Following the initial distribution additional stock will be available to order. Please refer to Section 4.0 for ordering details.

New Advance train ticket terms and conditions are as follows:
Advance train tickets are Single (one-way) train tickets for selected journeys available in First Class and Standard Class, offering the best available price for each journey.
Train tickets must be purchased in advance of travel, subject to availability, and are not available on the day of travel. Customers should book as far in advance as possible to get the cheapest fares.
Standard Class: Child discounts, 16-25 (Young Persons), Family & Friends (Family), Senior, HM Forces and Disabled Persons Railcard discounts apply.
First Class: Child discounts, Senior, HM Forces and Disabled Persons Railcard discounts apply.
In addition a 16-25 (Young Persons) Railcard discount is available on Advance train tickets for First Class travel on CrossCountry, East Midlands Trains, First Great Western, National Express East Coast and Virgin Trains services.
- · When and where the train ticket can be used
- - Train tickets are valid ONLY on the date and train service(s) shown on the train ticket(s).
- - Where applicable, customers must travel in the Class and reserved seat(s) shown on the train ticket(s).
- - Train tickets may only be used on the services of the Train Company (or geographic route where applicable) shown next to ‘Route’ on the train ticket.
- - If the ‘Route’ also states ‘and Connections’, travel is allowed on appropriate connecting trains where shown on the train ticket(s) or other valid travel itinerary.
- - If the route is prefixed with a ✠, the train ticket includes the cost of travelling across London on London Underground, Docklands Light Railway or First Capital Connect (Thameslink Route) services as appropriate to the journey.
- · Conditions of Use
- - Customers must be at the departure station shown on the train ticket in good time to catch the train. If they miss the first train on which they are booked for any reason, a new train ticket must be purchased.
- - If delays occur while travelling, they will be allowed to take the next available train(s) to complete their journey.
- - Railcard holders travelling on a discounted train ticket must carry their Railcard when they travel. If a Railcard holder fails to produce a valid Railcard with their train ticket, a new train ticket must be purchased as if no Railcard and/or no train ticket were held.
- - First Class Advance train tickets do not always grant access to First Class Lounges at stations. Customers should check with the train company they are travelling with to confirm policy at specific stations.
Customers may not start, break and resume, or end their journey at any intermediate station except to change to/from connecting trains as shown on the train ticket(s) or other valid travel itinerary.
- · Changing the time or date of travel
- - Changes to time or date of travel must be arranged before departure of the first reserved train printed on the train ticket, after which the train ticket has no value and a new one must be purchased. Customers will need to present the train ticket(s) and reservation(s) when they request a change.
- - Changes to train tickets cannot be made on-board the train. If customers board a train without a train ticket and reservation for that service, a new train ticket must be purchased.
- - The origin, destination and Train Company or route shown on the train ticket(s) must remain the same.
- - The difference between the price paid and cost of the next suitable fare for the journey is payable, plus a £10 administration fee per person, per single train ticket for each change to a journey. If customers change to a train on which a cheaper fare is available, the difference will not be refunded.
- · Refunds
- - Advance train tickets are non-refundable.
- - If the train the customer purchased a train ticket for is cancelled or delayed by more than 60 minutes, special arrangements will be made to accommodate them on another train (although a seat cannot be guaranteed). If, as a result, customers decide not to travel, a refund will be offered on completely unused train tickets and they will not be charged an administration fee.

- 2.2 Things you need to know
- · The train ticket name Advance instead of the old advance purchase train ticket name(s) may start appearing in systems from 29 March.
- · Until 18 May, it will not be possible to ensure that train ticket issuing systems use the old or new names for Advance train tickets. Therefore staff and passengers will need to go by the date of issue and travel to understand which terms and conditions and Railcard discounts apply; the name on the train ticket may not indicate which terms and conditions apply.
- · New terms and conditions will only apply to those train tickets sold on or after 24 April for travel on or after 18 May regardless of the train ticket name shown in train ticket issuing systems or printed on the train ticket.
- · All advance purchase train tickets for travel before 18 May will use existing terms and conditions regardless of the train ticket name shown in train ticket issuing systems or printed on the train ticket.
- · After sale, it may not always be possible to tell if old or new terms and conditions and Railcard discounts apply, due to limitations on information systems and what can be printed on train tickets.
- · If in doubt where refund claims or change of journey requests are made, TOCs need to adopt a flexible approach. Therefore the most generous interpretation of old and/or new rules will be used in such cases for train tickets issued before 18 May for travel on or after this date. If you are in doubt on particular cases, check with your TOC retail manager or retail support team.
The following table will help you work out what terms and conditions should be applied:
- 1. What is the date of travel?
|
Before 18 May 2008 |
No matter what train ticket name appears in the TIS or is printed on the train ticket, existing advance purchase train ticket terms and conditions apply.
Refer NFM 98 for details. |
|
On or after 18 May 2008 |
Go to Step 2 |
- 2. When did the customer buy the train ticket?
|
Before 24 April 2008 |
No matter what train ticket name appears in the TIS or is printed on the train ticket, existing advance purchase train ticket terms and conditions apply.
Refer NFM 98 for details. |
|
On or after 24 April 2008 |
No matter what train ticket name appears in the TIS or is printed on the train ticket, new Advance train ticket terms and conditions apply.
Refer NFM 99 for details. |
|
Unknown or if in doubt |
TOCs need to adopt a flexible approach when refund claims or change of journey requests are made.
The most generous interpretation of old and/or new terms and conditions should be applied to any train tickets sold before 18 May for travel on or after this date.
Check with your TOC retail manager or retail support team for more details. |
